Teacher Performance Assessment

The American Association of Colleges for Teacher Education (AACTE), the Council of Chief State School Officers (CCSSO), and Stanford University (CA) have formed a partnership to develop a nationally accessible measure for beginning teachers - the Teacher Performance Assessment (TPA). This instrument, based on the highly successful Performance Assessment for California Teachers (PACT), will be made available to states and programs that wish to improve the consistency with which teacher licensure and accreditation decisions are made across states, including the rapidly expanding number and variety of "alternative routes" to licensure. A message to all members of TPAC Online from Sally Baas - 9/9/11

Welcome to the new academic year! It has been a very eventful summer
and we have made substantial revisions to the TPA with input from
design teams, SPA members and a content validation review. Today we
post to the Ning, the first series of handbooks for use in the Spring
2012 field test.  A list of major changes
from the pilot versions is posted along with the handbooks. Details
for the handbook release are provided below.
Field Test Pre-Release TPA Handbooks  for the six handbooks piloted
last Spring are posted today including:


Elementary Literacy

Elementary Math

Secondary English-Language Arts

Secondary History-Social Science

Secondary Mathematics

Secondary Science

"There has been significant statewide concern about having a video release to assist candidates in obtaining permission to video students in their classes as part of their Teacher Performance Assessment.  Karen Balmer, Executive Director of the Board of Teaching, is in support of the use of the video release which you will find on the TPAC and MACTE websites."

The Field Test Final Handbooks will have similar contents, but with
several additional features that are not included in the pre-release
version:

Live links to instructions and rubrics to help candidates navigate
more easily through the handbook.
Mouse-over links to glossary definitions the first time the term appears.
Links to the Context for Learning template which is included at the
end of the pre-release version and the video guidelines (a sample is
provided in a separate file).
Links to submission templates to guide candidates to submit all
required materials and that structure submissions and cluster
materials so that they can be easily accessed by scorers.
An evidence chart
that identifies how evidence is to be submitted, acceptable file
types, conventions for naming files, any restrictions on length, and
any additional information, e.g., for materials to be appended to
commentaries or to lesson plans.  Acceptable file types include the
most commonly used to give candidates options while ensuring that
files can be read or viewed by scorers.  (A sample for elementary
mathematics is provided in a separate file)
Page limits for commentaries and many supporting documents.

These drafts have been submitted to Pearson for final editing for
clarity and proofreading, so the Field Test Final Handbooks may differ
slightly from this pre-release version, but the substance will be the
same.
The Field Test Final Handbooks will be posted to the NING  this fall.
The Final Handbook should be used by candidates in completing their
submissions for the field test.
Field Test Pre-Release Handbooks in additional fields will be posted
by the end of September.  These fields include:

Visual Arts K-12
Early Childhood
Middle Grades (with different versions for English-language arts,
social studies, mathematics, and science)
Performing Arts (Music, Dance, Theater)
Physical Education
Special Education
World Language

The Pearson portfolio platform will be available to accept Field Test
submissions based upon the Field Test Final Handbooks in February
2012.  The Field Test Final Handbooks will also be provided to
TaskStream, TPAC's preferred technology partner, as well as to the
following TPA electronic platform vendors: Chalk and Wire, TK20, and
LiveText.
